After receiving his PhD in economics from the University of Wisconsin-Madison in 2000, Dave spent four years as member of the consulting staff at the Mayo Clinic in Rochester, MN. As a member of the Department of Health Sciences Research, Dave began a long career of collaboration with clinicians, biostatisticians and epidemiologists in applied health economics and outcomes research. He then returned to the University of Wisconsin as a faculty member in the School of Medicine and Public Health, where he taught graduate course work in health technology assessment and population health sciences until 2018. In 2009, he spent a year as a Research Scientist at United BioSource Corporation, developing and executing HEOR projects for the life sciences industry.

Since 2018, Dave has been a Professor of Health Policy and Administration at Pennsylvania State University in State College, PA. He teaches graduate courses in applied health economics and in the policy and practice of health technology assessment.
