After receiving his PhD in economics from the University of Wisconsin-Madison in 2000, Dave spent four years as member of the consulting staff at the Mayo Clinic in Rochester, MN. As a member of the Department of Health Sciences Research, Dave began a long career of collaboration with clinicians, biostatisticians and epidemiologists in applied health economics and outcomes research. He then returned to the University of Wisconsin as a faculty member in the School of Medicine and Public Health, where he taught graduate course work in health technology assessment and population health sciences until 2018. In 2009, he spent a year as a Research Scientist at United BioSource Corporation, developing and executing HEOR projects for the life sciences industry.

Since 2018, Dave has been a Professor in the College of Health and Human Development at the Pennsylvania State University in University Park, PA. He serves as Professor in Charge of the MS/PhD program in Health Policy and Administration and teaches graduate courses in applied health economics and in the policy and practice of health technology assessment.
